Public Management for Educational Cooperation Between Thai Government and People Republic of China
The objectives of this research were: (1) to study the development of educational cooperation between Thai government and Chinese government (2) to study the problems and obstacles in public management for the development of Thailand education and educational cooperation between the Government of Thailand and China and (3) to study the system model of public management for the development of Thailand education in case of cooperation between the Thai government and Chinese government.
The data used in this study were derived from research papers group interview deep interview and various materials. These qualitative collected data were analyzed using content analysis transcripts and descriptive lectures.
The research results are summarized as follows:
1) the development of educational cooperation between Thai government and Chinese government that The perspective of research objective: The government has a policy to promote Thai-Chinese educational cooperation.
2) The perspective of problems and threats: The standard of Chinese language teaching and learning in Thailand is in a low level. We should develop the standard in every aspect under the cooperation of Thai and Chinese experts.
3) What should the government pay attention to in the side of format and system: (1) the education system; (2) the learning management; (3) the administration and management of education; (4) the management of teachers and educational personnel (5) Resources and investment for education reform.
In addition The perspective of policy implementation: The Ministry of Education has a number of programs and activities to promote Thai-Chinese educational cooperation between two countries. It is conducive to the development of Thailand’s education.
The perspective of cooperation: The two countries give a great importance to the cooperation between Thailand and China in teaching Chinese. We have the strategy of teaching Chinese and training Chinese teachers.
The perspective of organizational Performance: Thai government has set up center to promote Thai education under the educational cooperation of the Thai-Chinese government.
The perspective of management and evaluation Measures: The government has specialized organization to manage and evaluation the Thai-Chinese educational cooperation.
The perspective of the development of educational cooperation between the Thai-Chinese government: Every government give a great importance to educational cooperation’s development between two countries in the past time and has gotten a constantly achievement.
The readiness of private sector in public administration for promoting Thai education- case study: Thai-Chinese educational cooperation between governments, it shows that the private sector of educational cooperation is very active and well-prepared.
