Achievement – Oriented Strategy of Management for National Security in the Three Southern Border Provinces
Abstract
The objectives of this study were as follows: (1) to investigate the present state and the existing problems of the management for national security in the three Southern border provinces ; (2) to ascertain concepts and theories deemed suitable for use in the management of the three Southern border provinces ; and (3) to offer strategies for use in the successful management of the three provinces.
The current state of the national security of Thailand is mixed in form. That is to say, there are both old – fashioned national security and modern – fashioned national security which are extremely complicated and multifaceted. Needless to say, this form of national security has adverse effects on the national security as a whole. Of special concern is the fact that the three Southern border provinces have serious problems about the national security. For this reason, the National Security Council has formulated a strategy with an eye to developing the welfare system for the local residents, enhancing the potentiality of the underprivileged, creating the public platform for exchange of views and ideas with those having different political ideologies. Furthermore, the strategy is aimed at enlisting people to participate in preventing and resolving the conflict, creating social justice and equity to lessen hatred, and eliminating the vicious cycle of violence.
With regard to the tactics the Thai government used in dealing with those having different political ideologies (separatists), vast opportunities have been given to them to voice their views and ideas, as well as to help solve conflict by peaceful means.
