Abstract

The objectives of this research were (1) to study the cooperation between the public and private sectors for promoting recycled garbage to export, (2) to study the problems and obstacles of cooperation between the public and private sectors for promoting recycled garbage to export, (3) To study the system and format of cooperation between the public and private sectors for promoting recycled garbage to export.

The data used in this study were derived from research papers, group interview, in-depth interview and various materials. These qualitative collected data were analyzed using content analysis, transcripts and descriptive lectures.

The research results were summarized as follows:

                1 The Cooperation between Public and Private Sectors for Promoting Recycled Garbage to Export The results showed that. Government policies related to The development of efficiency in the export of recyclable waste 

has shown that the government currently has a policy on project plans related to development. Efficient recycling of waste.

  1. Problems and obstacles of the cooperation between the public and private sectors for promoting recycled garbage to export: These businessmen of garbage-recycling should cooperate in the business to be stronger which require straightforwardness business, open auction and no dark power. In addition, the logistics is very important in the recycling business. It effects on transport costs, goods moving and circulation of goods efficiently.

3.The format and system of the cooperation between the public and private sectors for promoting recycled garbage to export: there is no central organization who directly responds making policies and solving problems about garbage-recycling. The government should establish a central organization for making policies and solving problems about garbage-recycling which can provide technical advice to various organizations. It can also encourage the garbage-recycling industry to use clean technology.

In addition The role of government: The government has shifted its role from executor to supervisor who provides convenient service.

Government policies related to promoting and developing recycled garbage to export: the government has a program of projects related to the promoting and developing recycled garbage to export.

The proactive development of the recycled garbage’s market both domestically and internationally: the Ministry of Industry is working on management plan under the concept of supervising the whole industrial process with covering all key stakeholders

The supporting to cooperation between the public and private sectors for promoting recycled garbage to export: cooperation projects between public and private sectors. The garbage management system is designed to meet the needs of both the private sector and the private sectors in the preparation of the garbage database. The garbage database covers production, import, export, consumption and waste-reproducing.

Cooperation between the public and private sectors for promoting recycled garbage to export: Some communities has cooperated with the public and private sectors to find a solution to the problem of solid waste.
