The Complication of the Transformative State Enterprise in Case of Cross-border Power Plant

Abstract
The phenomenon of state investment in the cross-border power plant projects of Thai state-owned-enterprise are appeared by adapting from privatization which has a “company” as a tool to be transformed into a private sector and allow itself to function outside its border. Then, transformative state can push through the limit of sovereignty and step into the complicated relationship of cross-border power plant projects by being as an investor and maintaining the role of the state in basic public utilities.
