Abstract

This research presents models and methods through which military and democratic reforms can be achieved in a sustainable and stable manner.  The models work on the basis of ‘inside-out reform’.  In order to achieve a sustainable democracy, the new generation of commissioned officers has to be instructed in the ways of the “professional military forces” along the Western model.  This research will also design and recommend a new system of education, utilizing research papers and field research from database and knowledge in democratic counties. Field research will be conducted in military institutions involved in the formation of commissioned officers in major countries with a reputation for effective democratic governance: the United States, Italy, France, and Germany. Additional research will also be conducted in countries that have made the successful transition from a military dictatorship to a democracy.


The results of the field research will be fed into a series of recommendations for a re-design of the military education system from the international cognitive system to the case of Thailand’s system. These recommendations will be a tool for the discovery and design of a suitable model for military education system for officers of the Royal Thai Army. The policy results of the study will be presented to senior leaders of major political parties and the Army, with the hope that the model will be applied and executed to produce a more effective military education system for Thailand that will support military activities, as well as democratic political development at the national level.
