GUIDELINES FOR HUMAN RESOURCE MANAGEMENT TO THE EXCELLENCE OF THE THAI RED CROSS SOCIETY ACCORDING TO THE CRITERIA OF THE THAILAND QUALITY AWARD (TQA)

Abstract

The purposes of this research were to study human resource management to the excellence of the Thai Red Cross Society. And present the guidelines of human resource management to the excellence of the Thai Red Cross Society according to the criteria of the Thailand Quality Award (TQA). Consists of three main components: workforce planning, creating of workforce environment and workforce engagement. The data were collected by using a questionnaire from sample 136 administrators and operations officer, as well as the Focus group discussion was conducted by 8 professionals in human resource management of the Thai Red Cross Society to be able to guide the development of human resource management system of the Thai Red Cross Society. Then lead to the upgrade the organization to be the excellence based on vision. The research found that, Human resource management to the excellence of the Thai Red Cross Society according to the TQA criteria as a whole was at a moderate level. When consider each main component, the highest average was the workforce planning, followed by the creation of workforce environment. And the lowest average was the engagement of workforce. As for human resource management approach to the Thai Red Cross Society's excellence, according to the TQA criteria, largely agrees with the researcher's approach. In addition, there are suggestions on the key processes in the development of human resource management to the Thai Red Cross Society's excellence. The organization must focus on driving all elements including develop and follow-up for improvement in the meantime, with significant tools for development simultaneously i.e. a clear operational framework, efficient Management Information System and communication throughout the organization. Anyhow, administrators must participate and behave as a role model. That is a confirmation of the commitment to drive all elements, Including engagement and confidence to the workforce
